According to the legislation, tourist welcoming services in Sicily can be provided by licensed guides as well as by Pro Loco associations through their members that have been properly trained. The Sicilian Regional Law 10/2005, art. 8, in fact, states that the region recognizes and supports the activities of the Pro Loco associations that are voluntary non-profit organizations engaged in tourism development and promotion of the natural, cultural, historical, social and gastronomic heritage of the territory. They set the following objectives:

• organization of various activities like visits, excursions, entertainment activities, environmental tourism enhancement and management of monuments and related services provided for tourist use;
• promoting the improvement of tourist welcoming and tourist information services, infrastructure, hotel and other types of accommodation;
• development of social tourism, particularly with regard to senior citizens, young audiences and disabled.
